1. ON THE DETERMINATION OF THE INTERNATIONAL CHARACTER OF THE OCTOBER REVOLUTION AND THE COMMUNIST MOVEMENT
What is the most decisive lesson that the Bolsheviks and the proletarians and peoples of Russia, as the creators of the October (November) Revolution, have shown in their own teachings and practices, and thus have taught us all, both in theory and in practice?
This lesson is Engels' teaching that the decisive thing in the proletarian movement is its international character. If this is overlooked, the movement will be defeated.
Lenin formulated this determination concretely for the period before the Great October Socialist Revolution: To do the most possible for the entire movement in every country. To do whatever is necessary for the victory of the movement on a world scale and in the shortest possible time.
In other words, the strategy formulated to achieve the revolution in individual countries as quickly and with the least losses is a correct strategy only to the extent and as long as it is compatible with the victory of the strategy formulated to achieve the victory of the proletarian movement on a global scale as quickly and with the least losses.
Any strategy determination other than this approach harms both the revolutions of individual countries and the world revolution, and this harm can go as far as making them impossible.
The correctness, compatibility and therefore the absolute internationalist nature of the strategies formulated by Lenin for the World Revolution and the Russian Revolution were proven by the victory of the October Revolution.
Any understanding of internationalism that does not coincide with a correct World Revolution strategy is wrong. A correct understanding of internationalism and a correct understanding of the World Revolution strategy are one and the same. They cannot be separated from each other.
2. THE FIRST PERIOD FROM THE OCTOBER REVOLUTION TO THE SECOND WORLD WAR:
What did internationalism mean after the October Revolution?
Lenin again formulated concretely what internationalism meant after the October Revolution: The Soviet Union, where the Russian proletariat seized power under the leadership of the CPSU(B), is a base of the World Revolution. The preservation of this base, the successful construction of socialism on this base, has a decisive role for the success of the World Revolution and the revolutions in individual countries. The success of the Soviet Union in successfully building socialism in the economic sphere alone will be a source of inspiration for the communists and proletarians of all countries of the world, will be their guide and will accelerate the victory of the world revolution. As the Union of Soviet Socialist Republics (USSR) grows stronger economically, politically, militarily and therefore diplomatically, and its prestige and power increase worldwide, the contributions that the Soviet Union can make to the revolutions and revolutionary powers of individual countries will also increase. Until the proletariat seizes power in a country more advanced than the USSR, the decisive character of preserving the USSR will remain valid. If power is seized in a more advanced and more powerful country, the preservation and development of that country will become decisive. To do whatever is necessary under all circumstances to ensure that the World Revolution, world communism and the world revolutionary workers' movement as a whole take real steps forward. This is the cornerstone of internationalism.
Within this framework, the entire Soviet proletariat and people, especially the Russian proletariat, built their country with a life-threatening effort and endeavor. They quickly built the Soviet country, which was destroyed by the 14 countries' war of aggression led by England and Churchill against the civil war and revolution that followed in the First World War, as a socialist country. They achieved this by learning the economic laws taught by economics-politics and formulating policies by following them, and by the leadership of the CPSU(B) that formulated these policies and directed the entire country in their implementation. In less than 20 years from the end of the civil war to the beginning of the Second World War, they built a socialist country with a life-threatening effort, and they established the greatest industrial power of Europe, the best military power of Europe, and a peace-loving and powerful country that has earned the great respect and love of all communists, proletarians and oppressed peoples worldwide.
Their successes inspired all the communists and proletarians and peoples of the world. And the USSR served as a base that was completely and definitely liberated. With the support it received from the USSR, the communist movement became a truly worldwide movement, a truly international movement. It spread from the most developed to the most backward countries. The Communist International, which established its base in the USSR, fulfilled its duty in the spread, development and strengthening of world communism with the leadership it received from the CPSU(B) and the support it received from the Soviet people.
All of these demonstrated to friend and foe the correctness of the strategy of the World Revolution formulated by Lenin, developed by Stalin, implemented by the Soviet people and the world communists and proletarians under the leadership of the CPSU(B), and the establishment and preservation of the Soviet country as the base of the World Revolution as the cornerstone of this strategy. The world communist movement spread and grew stronger. It gained respect all over the world. It became massive. The internationalism of the communists and workers took on flesh and blood.
In the meantime, another interpretation of internationalism was being shouted out loud. This was the interpretation of Trotsky and the Trotskyists. According to this interpretation, since socialism cannot be built in a single country, establishing and preserving the USSR as a socialist base, and especially declaring it the decisive factor in the development of the world revolution, means abandoning internationalism. It is nationalism. It is proof that those who govern the USSR have become bureaucrats. When power is seized in a country, the power should be used to spread the revolution in other countries, while not trying to build socialism, and trying to keep an economy that is neither socialist nor capitalist on its feet. Even this is very difficult. Since the country is a consistent part of the world market, it will inevitably be affected by the (capitalist-imperialist) upheavals of the world market. It is surrounded on all sides by powerful capitalist-imperialist states. It is impossible for it to stand on its own. The only way is to spread the revolution, at least to seize power in the powerful capitalist countries, so that establishing socialism becomes a little more realistic. In fact, the only way is to seize power all over the world. This is what being an internationalist means. So, to make revolution in every country. Revolution right now. The CPSU(B) adopts a nationalist stance against other parties by putting forward the construction of socialism in the USSR and the preservation of the USSR in order to build socialism in the USSR, and of course uses them for its own national interests - pardon, bureaucratic interests. Etc. etc.
Of course, all of these have practical meanings. These meanings are to actively undermine the construction of socialism in the USSR. To cooperate with imperialists and fascists to destroy the USSR and socialism to the extent that socialism is built in the USSR, to take anti-CPSU(B) and anti-USSR, anti-communist movement leaders propaganda and practical activities as the decisive field of activity. Against the CPSU(B) and the USSR, to cooperate with the bourgeoisie and the imperialists in order to undermine the construction of its socialism, to become their agents and spies, to act as saboteurs and destroyers of what was done in the USSR, to organize war against the USSR, to hand over parts of the USSR to the imperialists in order to destroy the USSR, to make plans to sell the USSR to the imperialists by dismantling it. To incite anti-CPSU(B) and anti-USSR activities in individual countries of the world in the name of extreme revolutionism, to cooperate with local and foreign bourgeoisie and increasingly with fascist giants as communism develops and communist parties develop in individual countries, to act as agents and become an organization of agents, etc. etc.
No politics ever remains where it is. It has to reach its practical meaning. And this is where the practical meaning of Trotskyism's internationalism has reached and will reach.
So, from the perspective of the world communist movement, internationalism and the interests of the World Revolution are the determining factor. Those who forget this or who misunderstand and evaluate it in the current conditions will inevitably harm both the World Revolution and the revolution of their own countries. They will lead the World Revolution and the revolution of their own countries to defeat. They will make the revolution impossible. If they were not traitors, they will become traitors!
3. THE PERIOD AFTER THE SECOND WORLD WAR UNTIL THE DEATH OF STALIN UP TO THE SUPREME SOVIET MEETING OF AUGUST 1953:
The Second World War was a complete test of the correctness of the internationalist understanding of Lenin and Stalin.
The decisive importance of the construction of socialism in the USSR and the preservation of the USSR for the world communist and workers' movements was clearly demonstrated during and after this war.
The USSR saved Europe and the world, that is, the European and world communists and the workers' movement and all oppressed nations from Nazi-fascist barbarity, Japanese imperialism, slavery and extinction.
This is how real internationalism is realized. World communism, the world communist movement, the world workers' movement, the oppressed nations of the world were saved from Nazi-fascist barbarity, Japanese imperialism, slavery and extinction thanks to the internationalism concept formulated by Lenin, the concept of World Revolution, this internationalism concept developed and led by Stalin in its implementation, this strategy of World Revolution, and the socialism built in the USSR.
After World War II, People's Democracy governments were established under the leadership of communists in Europe and East Asia. The People's Democracy governments in Europe (except Albania) began to build socialism. The People's Democracy governments in East Asia and Albania began to make preliminary preparations to begin socialist construction. The power that made all this possible was the communists, proletarians and people of these countries, and the decisive factor was the Soviet country.
After World War II, the largest parties in Italy and France, two of the most advanced countries in Europe, were communist parties and were about to win the elections, that is, to establish People's Democracies in Italy and France. In Britain, the Communist Party was preparing to prepare its new program, formulate its new tactics and march to power decisively and resolutely. The power that made all this possible was the communists, proletarians and people of these countries, and the decisive factor was the Soviet country.
The Soviet country quickly began to heal its wounds after World War II. Successes in this area led to the removal of the requirement for rationing in the Soviet country in a short time, while consumer goods remained subject to rationing in all European countries. The automatic piston factory, the world's first and most advanced automatic factory, started production. The first computer factory in Europe, the world's second, which was clearly important in automation, was built in the USSR. In addition to the production of the nuclear bomb, nuclear energy was also brought under control. The ‘Stalin Plan for Transforming Nature’ began to be put into effect in the field of agriculture. The USSR became the largest industrial country in Europe and the second largest in the world. The USSR became a country that owned the most advanced factories and farms in the world. The door to communism was now wide open. The USSR had moved from the stage of building socialism to the stage of building communism. The construction of communism had begun!
While the imperialists were threatening their own people and the world with war after World War II, the most decisive power that prevented them from starting a war was the military technology and military power in the hands of the USSR and the power of the peace movement, led by all the communists of the world, especially the USSR, who joined hands with this power and demanded peace, and supported by the proletarians, peoples and nations in all countries of the world.
All of this demonstrated to friend and foe the correctness of the strategy of the World Revolution formulated by Lenin, developed by Stalin, implemented by the Soviet peoples and world communists and proletarians under the leadership of the CPSU(B), with the cornerstone of this strategy being the construction and preservation of the Soviet country as a socialist country, as the base of the World Revolution.
And all of this led, firstly, to the beginning of the construction of communism in the USSR, and secondly, to the construction of socialism in the countries of the People's Democracy (HD) with the support received from the USSR and therefore at a speed even faster than the construction of socialism in the USSR, and to the preparations for the construction of socialism in the HDs that were not in a position to build socialism.
And all of this led to a fundamental change in Lenin's formulation of internationalism, in Lenin's formulation of the strategy of the World Revolution.
The decisive factor was no longer the construction of socialism in the USSR. The decisive factor was now the construction of communism in the USSR.
The decisive factor was no longer the construction of socialism in the USSR per se. The decisive factor was now the rapid construction of socialism in the European HDs, except for Albania, with the support received from the power made possible by the construction of communism in the USSR.

The decisive factor was now to prepare the ground for the rapid construction of socialism in Albania and the East Asian Democratic Parties with the support of the power made possible by the construction of communism in the USSR and the support received from the European Democratic Parties that were rapidly building socialism.

The decisive factor was no longer the construction of socialism in the USSR per se. The decisive factor was now the national liberation struggles led by the Communist and Labor parties in the oppressed countries, united in the anti-imperialist united front around our above-mentioned forces, with the support of the construction of communism in the USSR, the construction of socialism in the European People's Democracies, the preparation of the ground for the rapid construction of socialism in the Albanian and East Asian People's Democracies, the massification of the democratic foundations of the Italian, French, British and American communist parties and their preparation for power.
Lenin and Stalin's understanding of internationalism, their strategies of World Revolution and the strategies of revolution in individual countries related to this had borne fruit, and real conditions had been prepared, not general chatter about the World Revolution.
All of this led to a new strategy of World Revolution developed by Stalin and implemented by the Soviet peoples and the communists and proletarians of the world under the leadership of the CPSU(B): The cornerstone of this strategy was the construction and preservation of the Soviet country as the base of the World Revolution, as a communist country; As additional foundation stones, the construction and protection of the People's Democracy countries in Europe, except Albania, as bases of the World Revolution, as socialist countries; the construction and protection of Albania and the East Asian People's Democracies as bases of the World Revolution, as countries that are rapidly preparing the ground for the construction of socialism; the massification of all communist parties in capitalist countries, especially the communist parties of Italy, France, Britain and America, on democratic foundations and their preparation for power, the preparation of the victory of the national liberation movements shaped around these forces of democracy, socialism and peace in the oppressed countries, as well as the implementation of the same preparations wherever possible in all countries of the world; the fundamental factor that will make all these possible is to ensure peace, that is, to prevent the concrete danger of World War III, which the imperialists are preparing under the leadership of the USA and Britain, first of all by relying on the above factors and secondly by establishing the world peace movement. And thus to lay the foundations for the defeat of imperialism on a global scale.
This was the new internationalism concept, the new World Revolution strategy, that was created and put into practice after the Second World War and under the leadership of Stalin. (This strategy is also set forth in Stalin's speech at the 19th Congress!) And it was being implemented successfully! Under the conditions of Soviet power, communism showed itself as a completely automatic piston factory, as computers, as nuclear energy, as nature brought under control, as Soviet people filled with feelings of love for humanity and self-sacrifice for humanity.
Victory, victory and victory again!
So, from the perspective of the world communist movement, internationalism and the interests of the World Revolution are the determining factor. Those who forget this or who misunderstand and evaluate this in the current conditions will inevitably harm both the World Revolution and the revolution of their own countries. They will lead the World Revolution and the revolution of their own countries to defeat. They will make the revolution impossible. If they were not traitors, they will become traitors!
Internationalism is not empty chatter. It is the correct formulation and implementation of the strategy of the World Revolution. This is the very internationalism that can only be put into practice by defeating the Trotskyists hiding behind the empty chatter of internationalism. It is knowing how to advance the World Revolution. It is being able to ensure the victory of communism.
Trotskyism declared the construction of socialism in the USSR impossible because the Germans did not have the technique in the USSR. It claimed that the construction of socialism would only be possible in advanced countries like Germany. We gave them the USSR, which was ten times the size of Germany. But an excuse is an excuse. Their concern is not technical backwardness, but the excuse of technical backwardness. The technical and industrial development of the USSR, which far surpassed Germany, did not cause them to abandon this excuse.
They have definitely not been able to understand the construction of socialism in the USSR and what this means both technically and in terms of the structuring of classes. For this reason, they are backward sects that are incapable of even learning what the economic laws of socialism are and have not survived even during the time of Marx. They have never been able to see that socialism was built in the USSR, and they have never been able to understand that after the construction of socialism, the USSR was moving towards the construction of communism in one country and its teachings.
They do not consider the USSR as a Soviet country that supported the HDs that were building socialism in Europe after World War II and that had attempted to build communism itself. They see the USSR as an imperialist country that exerted national pressure on the HDs in Europe.
They do not consider the USSR as a Soviet country that supported the Albanian and East Asian DRs that were building the foundations of socialism after World War II and that itself attempted to build communism. They look at the USSR as an imperialist country that exerted national pressure on these DRs.
They do not consider the USSR as a Soviet country that supported the communist and democratic parties that were preparing to come to power after World War II and that itself attempted to build communism. They look at the CPSU(B) as a party that oppressed and misled these parties.
They do not consider the USSR as a Soviet country that maintained and supported peace after World War II and that itself attempted to build communism. They look at the USSR as an imperialist country that was preparing for war.
And they are the ones who propagandize and agitate for all these views. And they are the implementers of the practical activities that all these views guide them to.
They are reactionary sects, they are ultimately enemies of humanity together with the imperialist bourgeoisie!
4. STALIN'S PLAN FOR BUILDING COMMUNISM IN THE SOVIET UNION AND ITS MEANING FOR THE WORLD REVOLUTION
Stalin's plan for building socialism, which he formulated and directed its implementation in accordance with the economic teachings of Marx and Lenin, was replaced by Stalin's plan for building communism, which he formulated and directed its implementation in accordance with the economic teachings of Marx and Lenin. The economic laws that this plan had to comply with are available in Stalin's famous book titled 'Problems of Socialism' and in the 'Manual of Political Economy', which was formed on its basis.
Formulated in accordance with these economic laws, the plan, which was the last ‘Stalin Five-Year Plan’, was formulated and approved, and has begun to be implemented. The rapid construction of communism has begun.
If this construction activity continues, fully automatic production will be introduced in industry. Thanks to the abundance in the industrial sector, the ‘Stalin Plan for Transforming Nature’ will be easily implemented and abundance and continuity will be guaranteed in the agricultural sector. The foundations of direct democracy, which we can definitely see today and which computers have made possible, will also be laid.
All of these constitute the basis of the World Revolution strategy. If these happen, that is, if the construction of communism in the USSR continues and is successful, all the other stones of this strategy will also fall into place. In other words:
The construction of socialism in all European HDs, except Albania, that is, the industrialization of these countries, the collectivization of their agriculture and the elimination of their exploiting classes will soon become a reality. The USSR had only implemented the Stalinist Constitution on its own in 1938. If Stalin’s ‘Transition to Communism Plan’ had been followed, the aforementioned European People’s Democracies would have already implemented their own Stalinist Constitutions in 1960, with the support they received from the USSR, and would have been advancing rapidly on the path to building communism.
The Albanian and East Asian People’s Democracies would have both begun building socialism and, most likely, would have taken great steps in building socialism.
All of this would mean the following simple thing: World imperialism has been defeated. It has been surrounded. The freedom of all nations in the world can now be guaranteed. The suffering and torment that humanity has been suffering is now about to end in its main form! Because communism, which is stronger than imperialism and sets an example for all humanity, exists before everyone’s eyes and provides its citizens with abundance and the broadest democracy.
All of this will not only make it impossible for the imperialists to start a new world war, but will also make it impossible for them to trample on democracy in countries such as France, Italy, England and America, thus ensuring the rule of the communist parties of these countries. And this is the complete end of imperialism. Or as comrade Harri Pollitt said in 1951, even the mere victory of the Communist Party of Great Britain in Britain would mean the end of imperialism!
And India and its Communist Party are waiting in line with the strategy of People's Democracy. And besides India, in a host of oppressed countries, Communist Parties and Democratic Parties, Labour parties have entered the struggle against imperialism with the strategy of People's Democracy and are waiting in line.
This is where Stalin's realistic and truly internationalist strategies of World Revolution have reached and where they are heading.
So, from those days to today, the people who were sacrificed to imperialism, the people who were massacred by imperialism and the people it will massacre, who is responsible for their massacre? Who is responsible for the oppressed living of nations? Who is responsible for the massacre of the environment? Who is responsible for the deaths of people who died of hunger within the framework of the decisions taken by the IMF and the World Bank, the decisions taken by the world's financial oligarchs? And are those who do these things and make these decisions committing crimes against humanity? In that case, can it be determined that there is no difference between betraying communism and committing crimes against humanity? In that case, shouldn't those who do not only work against communism but also those who do things that harm communism in the name of communism be treated as those who commit crimes against humanity? All these and similar questions are new, but they need to be answered.
